The ground rules for this interview

We would like to be able to talk freely. Because that's crucial to looking forward and moving forward. That's why the "Chatham House rule" applies. Chatham House - an 18th-century house in London's St. James's Square - is officially called the Royal Institute of International Affairs, a think tank that deals with international issues. In 1927, the Chatham House Rule was defined. The gist: participants in a discussion should be allowed to speak freely. There may be spoken in the outside world about that discussion provided that statements are not attributable to the participants. So we will make a record, but without quoting you. We would also like to ask you not to quote others.
